Development of a Generic Managerial Competency Model for the Tabarestan Plastic Complex

Abstract
In today's global economic system, with increasing competition among economic entities to capture more market share and profit, human resource and capital management is a crucial factor. The role of human capital in creating and enhancing competitive advantage is undeniable. One of the most important aspects of human resource management is developing a model to identify the required characteristics of managers to achieve long-term organizational goals in downstream oil and gas industries, specifically plastic and polymer sectors. This research is applied in purpose and uses a mixed-methods approach for data collection. A questionnaire comprising 56 components was extracted from a comprehensive literature review and expert interviews within the industry. Using Friedman's statistical ranking test, these 56 components were identified as influential factors on managers' general competencies and initially classified into seven distinct factors: leadership, executive, organizational, specialized, cognitive, individual, and interpersonal. Subsequently, in the next phase, using Exploratory Factor Analysis (EFA), these seven factors were reduced to two main overarching groups: supervisory competencies and personality competencies. The final proposed model indicates that general managerial competencies in this specific industry are fundamentally divided into these two key dimensions. This structured model can be effectively utilized in designing and improving human resource recruitment, training, and development systems within the organization.
