Development of an Efficient Performance Appraisal Framework for Personnel at Saman Bank

Abstract
Optimizing human resources is crucial for organizational success, particularly in competitive sectors like banking. This study aimed to design an effective performance evaluation system for employees of Grade 2 branches of Saman Bank in Mazandaran province, Iran, during 2020-2021. Employing a descriptive-survey design with a mixed-methods approach (quantitative and qualitative), the research involved 40 employees and managers selected through purposive sampling. Data collection instruments included a literature review, expert opinions, a structured questionnaire with a seven-point Likert scale, and semi-structured interviews. Quantitative data were analyzed using descriptive statistics and fuzzy logic to weight the indicators, while qualitative data underwent thematic analysis. The findings revealed that out of 19 potential indicators, 14 key performance indicators (KPIs) were selected. Based on fuzzy weighting, "work conscience" and "work quantity" achieved the highest priorities, highlighting the bank's emphasis on professional ethics and productivity. Consequently, an executive framework was designed, featuring a quarterly evaluation cycle, self-assessment, continuous feedback, and clear guidelines for various roles. The results indicate that the proper implementation of this participatory system can reduce evaluation biases, enhance employee motivation, and improve strategic alignment within Saman Bank. This research provides practical recommendations for refining evaluation processes and fostering organizational competitiveness. The study underscores the importance of systematic, transparent, and objective performance evaluations in promoting employee growth and overall organizational success.
